Yes, there is. In the law in question, there most certainly is a exception.
I am not refering to FEDERAL law, rather a local law. In it's wording,
it allows LICENSED AMATEUR RADIO OPERATORS to have SCANNERS.

You are talking about the FEDERAL exemption, which has not been the point
of the thread at any time. We are discussing STATE OF TN law, and local
