Ah yeah buuuuuuttt

(A) Fear of the "unknown" is always the greatest. i.e. if this is
invisible etc then at any time & w/o warning sudden burning pain. You
could even put it on a timer so that for 15 seconds every few
minutes...maybe tie it to a pc running a rnd function both for time &
timing.

B) For dictators no more (esp internationally) messy scenes. Imagine w/o
tianamen the PRC would probably have lots of nice shiny european weapons
etc. Imagine clearing any demo or area of a city. No need for rioting after
all.

C) Mass control. Need to punish a village? Can do. Need to punish a large
group? can do. Fly an aircraft with a transmitter on it in a circle much
like a gunship? Can do etc.etc.

This could be a break through for totalitarian govs everywhere.
