Actually you don't even need paint - any physical binding agent will do.
You don't need to keep "dust down" - you need to bind the DU
particles in place and cover them with something to stop alpha - a sheet of
paper, or the binding agent itself, is enough to do that.

I can think of one that Iraq has in essentially unlimited quantities that
would be effectively free to them.  Can you guess what it is?
