As you've already found out, resizing a form is a pain.  It's much easier to 
size the form correctly and then make sure its Size To Fit property is 
checked.
To do this, make sure the form is open in a Design window, e.g. the title bar 
says Form Design.  Then select the page, that is click an unused area of the 
window until you see handles appear near the edges of you window.  Next, drag 
the handles until the form is the size you want.  That should get the size of 
the window close to what you want.
Now, right+click (aka inspect) the form's Title bar and make sure Size to Fit 
is checked.  Finally, save your form and then close the window.  When you 
re-open the form, the window will be sized the way you wanted and also will 
appear in the center of the screen (or the Paradox Desktop, depending on the 
form's other properties.)
