Here's what goes on: when you turn on the DSL modem, it queries the main ISP 
server to get an IP address.  When you then turn on the router, it asks for a 
WAN IP address from the modem which it receives.  When you turn on the 
computer, Windows' DHCP client asks the router for a DHCP address and the 
router leases an IP to Windows.

If you shut everything down, you shut down the computer first then all of the 
external accessories.

When you power it up, it's just the opposite. :)
