The blind are liable to be less of a threat to state security so no real
loss given that those demo'ing against say a stolen election are clearly
  a threat to state security.

Also it makes one wonder how fast one could surround "key state
buildings" with the truck mounted version & simply make all the
approaches into "hot zones".

In fact you could build them in for "times of disturbance".
