I use and prefer Digital Mars (DMC) or MingW32. Both are Win32 app's,
though. OTOH, DMC configured without Windows or C++ support is quite
small.
I am, however, surprised that no one mentioned the most obvious answer:
Mix Power C http://www.mixsoftware.com/product/powerc.htm>, $20 direct
from Mix, or $50 with the library source and debugger. It's a DOS compiler
which can be run in a DOS Window and fits on a single 3.5" floppy.
Although it hasn't been updated in years, it's a solid product with at
least some vestige of support.
