(other than antartica & that is enforced by treaty/design & would
be an unpleasant & logistically difficult place to train).

On the assumption that your "middle of nowhere" is not the area
between the US East Coast & the US West Coast then it will belong to
some other soverign entity.

Possibly they may not be chuffed by having a training camp either.

If they are actively hosting said trainees (very unlikely in the case of AQ
given their anti all national govs ideology (ummah etc)) then possibly such
actions might have to be engaged in but that's right at the end of a very
long decision/event tree.
