Simply not true. If that were the case then you would have to tell the gov
not to make anything elese illegal as heck the crime rate will explode coz
the cops are looking at illegally parked cars or people smoking in public
buildings etc.etc.

Finding crims is their job. It is then up to the prosecutors to prosecute
them, the jury to judge their guilt & if guilty a judge to sentence
them.

If you want to shortcut that by making the whole thing a green operation
right through to the prison facility then go right ahead however it didn't
work in Argentina in the 1970'es & indeed many other latin american
countries.

In fact a fair chunk of the argentinian & chilean green types are now
loooking at the inside of a prison run by civies.

No you don't.

The Libyans have done some as have the Syrians & the Pakistanis. It is
possible some of the more militant Shias have. However

(A) No intel on "cells by the thousands". If you don't know who
they are you can't take them down even if you wanted to/they were within
reach.

(B) I simply doubt "cells by the thousand".

(C) These people blend into their own. You are not their own & thus
stand out. If you have recently recruited Baluchi then that's news. This is
why the Pakistanis, Libyans etc are more sucessfull. In fact working with
the locals is the way these things are done in part because of this factor
& in part so unpleasantness with the local gov is avoided.

No we don't. To do so would open people up to being tried & found
guilty of serious crimes. Such cells would be a mi5/scotland yard area.

It is possible that a green type could accompany some anti-terrorist
officers of Scotland Yard/Special Branch but I'd be surprised as they have
a very well trained firearms unit so I'm not sure what his role would be.

I had no idea your internal security/police system was so incompetant that
they couldn't track down criminals & indeed try & avert crimes.
