It is then up to the prosecutors to prosecute them, the jury to judge their guilt & if guilty a judge to sentence them. If you want to shortcut that by making the whole thing a green operation right through to the prison facility then go right ahead however it didn't work in Argentina in the 1970'es & indeed many other latin american countries. If you don't know who they are you can't take them down even if you wanted to/they were within reach. (B) I simply doubt "cells by the thousand". (C) These people blend into their own. You are not their own & thus stand out. If you have recently recruited Baluchi then that's news. This is why the Pakistanis, Libyans etc are more sucessfull.
