Why Not?  Volcanoes exist and erupt underwater. They get plenty hot enough
for the purposes of smelting metals. If they're smart enough to notice
that, they could channel the lava flow to somewhere else and use it that
way.  Underwater intellects would have an easier time of comming up with
the concept of fire. Learning how to manipulate it is just part of the
process.
