Why?  Its what is done today with hostile mobs around the world.  Govts
have been machine gunning citizens since the advent of the machine gun.

Its what was done in the US at Kent State.

You can have dead or slightly maimed - take your pick.  What you can't have
is a perfect non-lethal system.

No less than lethal system is perfect and WILL have some level of
fatalities if used.  Even the "goo gun" would eventually have
fatalities among some very claustrophobic individuals with heart
conditions.
