Really? Egypt, Syria, and Iran have similar infrastructure issues in
poorer neighborhoods and they haven't been in wars as recently as Iraq and
other than maybe Iran, Iraq had more potential oil income than Egypt or
Syria
There's really little motivation for dictators and strong men to improve
the lot of their poorer citizens. Every dollar spent there is a dollar
less to be stolen.
