Millions only if it is nuclear or biological. The plans for nuclear
have been in public libraries for years as have the basics for delivery
systems. What is controlled is the substances such as plutonium, etc..
Now if the bomb is simply high explosive, any farm boy knows how to
make a very large ANFO bomb and they have had that knowledge for years.
That knowledge is necessary on almost any farm that has stumps. :^)

Nor do I. Just remember that it is not the knowledge itself that is
dangerous any more than guns cause crime or diet coke causes obesity.
