With what you're looking for, try:

- Synchronet
- WINServer
- BBBS
- EleBBS
- VADV running VADV32

WINServer is commercial, BBBS is shareware, VADV is abandonware but
requires a key (but ask around) while Synchronet and EleBBS are both
open-source packages.

All of those packages offer what you want directly.  I offer WWW, FTP and
telnet via my BBS, but it's all text-based.
