If your 14k4 modem is connecting with a 19k2 carrier (which means that your
serial port is specifically locked to 19200bps), how do you manage to
obtain cps rates in excess of 1920 under ANY circumstances (let alone your
claimed 3000k, which is around 3Mb per second) ?  It ain't possible,
