Thats easy, it is simply the IBM way. Trying to operate the PC world as
close as possible to the mainframe world. They never pull anything until
an end of service document has expired. Even if you search the site for
OS/2 fixpacks you will find multiple ones there waiting for an end of
service document to pull it.
Large corporate customers with tens of thousands of seats do not grab these
things just because they are available. That is why there are companies
still running OS2 version 2.1 and also much to MS consternation windows 3.1.
Big corporations don't like change for the sake of change, even if new whiz
bang features are available. There are training and support costs to
consider which outweigh having the latest and greatest. It really is a
shame, IBM never could understand single users and single users have a hard
time understanding them.
