As these are actually rebadged USR Sportsters, they utilise ITU-T Class 2.0
fax, rather than the more commonly used Rockwell Class 2, and I suspect
that you may simply need to configure your fax app to use Class 1 instead
(either that, or see if you can locate a fax program which supports Class
2.0). 

Incidentally, just in case that's not your problem, issue ATI6 after your
next failed call, and the link diagnostics display should tell you the
exact reason for its loss of carrier.
