Anything that loads one or more files from the CD (or i386 folder that has
been loaded on the hard drive).  I wonder if the expanded service pack can be
used for many things since it would many files there (it's not the same size
as the i386 folder on the installation CD)...

That's the nice thing about getting the latest service pack - it should fix
these issues long-term.  If this isn't possible/useful, simply copying in the
latest files that you KNOW are needed would likely be simple enough (I 
aven't
tried it but I haven't seen too many sharing violations so it may be
possible), eliminating the endless loop...
