It depends on the echo, always has...  And it did get worse for a while. 
It wasn't as apparent on the lower echelons, but up in leadership
levels, it got pretty bad.  I think that mostly that has died down
now... but the residuals from that still linger...

That's been my take on things, too..  There are, of course, exceptions
both ways...  ;)
