I would assume that there were more than twice as many signatures submitted
as were required.

 BK>  Yet the petition was not rejected for that, as long as it has
 BK>  enough legitimate signatures. Seems like it will have.

Also, those 'false' signatures weren't necessarily false.  Could be that the
individual(s) weren't registered voters, or weren't registered to vote in the
city.  Improper, certainly, but not false.
