Maryland prohibits paying anyone from collecting registrations.  Some 
other state prohibit payment per completed form.  

Thing is, has ACORN violated the law in any of those states?  

And, as it states, the final authority to accept or reject an registration 
still falls into the hands of local Board of Elections.
