I see that Bob's kindly given the definitive answer. (yes)

Crucially he did not mention that the value of the result is
implementation defined. (sub paragraph 4). It is because of this that Darin
and I were scratching our heads a bit. However, for any given
implementation I imagine the value of the result will be consistent. :-)

It might be nice to have the url for the file. I'll do a google and
append it (the url, not the pdf).

 [later]

The nearest one to me is Cambridge University (about 20 KM). This site
does not offer downloads of the manual, but the url is:-
http://www.cl.cam.ac.uk/ ~mgk25/volatile/ISO-C-FDIS.1999-04.pdf

If you have the new (version 6) Adobe Acrobat reader and ebook reader
(free download) on Windows, it will appear automatically when you open the
url, and the manual will be displayed before your very eyes, open at the
contents page. You can then use the reader to peruse the book or pursue
your quest. :-)

If you add the url to your favourites in Windows Explorer, it will be
there at a click of the left hand mouse button while the website lasts.

The Reader allows you to save a copy of the document to disk. I don't
know how you pay the royalty if you do that. Maybe Bob can tell us.

Best Wishes,
Bill.
