Probably true.  But the fact that he was so poor that he had to borrow
the train fare to DC after being elected to congress in the late 1940s
coupled with the fact that when he left the senate he had amassed a 
fortune much greater than the aggregate of all of the congressional/senate
salary he'd been paid over the preceding 15+ years says something about
him.
