Hilary would do it with or without the Patriot Act.  She doesn't need the
color of law to have 900 illegal FBI files, and she doesn't need the
Patriot Act to do any kind of spying and misuse of the IRS she may desire. 
The only thing you don't have to worry about with Hillary is Bill getting
some sperm on her dress.
