IF I'm reading the report right ,the actual numbers are not quite as bad as
the article indicates. The 143074 is for ALL NSL's, not just the ones for
US Citizens, Also the 143074 is for a 3 year period . So they only
underreported by 90848 during a three year period. It's still inexcusable.

report. The numbers appear on Pages 38 and 39.
