Certainly they did. But, those rules were suspended under the George III White
House. So, they were playing by the rules in place at the time.

Keep in mind that the rules began to change under President Peanut when the
first round of deregulation of the fiscal marketplace occurred. This led, in a
somewhat logical progression to the laissez faire, devil may care marketplace
in effect under the Cheney/Rove administration.
