Indeed however AQ was always conceived of as a loose grouping. he name
gives one a clue.

A) Because it's tactically much easier. Training, ideology etc fine but
transmitting "orders" (which follows from your view)....nah. Too
risky & frankly....where is the imperative? In fact where is the means
of discipline were a group nominally of AQ to "do their own
thing"?

Take "AQ in Iraq". Zarqawi etc ...heppy to take the name, kudos
etc.etc. but orders? Nah it's their war which they'll fight as they see fit
w/o any "obedience" to any "AQ council".

B) Because they're brighter than that. Organizing the events themselves
directly leads to all sort of problems e.g. with the ISI etc so ...given
their "cause" is kept burning brightly if anything by American
actions.....why not keep the powder dry & instead send out articles,
messages etc in order to "inspire others" where there is no why
of pulling the thread back to anyone within AQ itself?
