The humidity contributes to the heat index by making a hot day seem hotter, and more of a risk for those who can't handle heat. The wind makes a cold day even more of a danger in the winter. Of course, a nice wind can make a hot humid day seem more bearable, too... :) But what the forecasters are doing is giving warnings of dangerous weather made more dangerous.
