The answer, most unfortunately, is probably not as shocking, given the
decades of IRA terrorism that England endured. Whereas the manner of the
Brazilian's death at the hands of the authorities was very unusual and
hence shocking (to me). I believe that this is in fact an affirmation of
the high degree of civility of UK society - the exception which proves the
rule.
By raising the carriage scenario, you seem to be suggesting the
"self-defense" argument that you were just mocking elsewhere on
this thread. Not sure if that was your intent or not.
