   This would fit the description - The "floods" have a cuff on the bottom
so I wasn't sure if this was by design.

  This is usually the case except that many people here smoke like
chimneys.  They have few if any butt containers, so everyone just tosses
their cigarette butts on they ground / floor.

   Finally noticed this - the grocery store at the train station stays open
until 8:30.   A small grocery inside the train station is even open on
Sunday.
