If I would try that, I would just be doing it for nothing. I live in a FLAT 
area, and have clay/silt for "topsoil". I suffer from the same type of 
problem, the water says where it lands and does not really go anywhere 
(except slowly back to the sky). Heck, I have seen 2 inch deep puddles beside 
the road for a week and a half after a small rain.
