They are probably using digital Spectra/Astro radios from Motorola and have
gone to digital voice on the same channel. There are some advantages - you
can't tell what is being said on a scanner and the signal is clear till it
degrades to "nothing" - there is no noise. You can also send computer data
through the same radios.
However, the range is just a bit less than the (noisy) regular FM fringe
reception.
