I use a 12volt "gell cell", with a diode in circuit, to 
power things like that (cell phone while cranking starter). 
The "gell cell" can power things all the time and be 
recharged by the car alternator, but the diode keeps the 
current from going back to the car system.

Each LOAD has it's own fuse. 
FUSE should be equal to or less then rating on "GELL CELL" 
I have had no problems with the "gell cell" over heating or 
over charging. At least to the touch it doesn't get warm 
at all.
