National was warned that the direction they were taking was 
going to lead to disaster. The project was hampered from 
the start by a number of things:
1. The database management tool being used (ZIM) was one that 
few if, any professionals will use, since it is so 
unreliable.
2. There was almost no contact between the 
developer/National and the real world (read groups, 
and district, area, regional and provincial councils).
3. There was no clearcut definition of waht they wanted to 
accomplish.
4. The process was not put out to public tender through a 
Request For Proposal (RFP) process.
If they want to have something done properly, they need to 
get some training in how to define their computer needs 
before they go pouring another $2M down the drain.
