It would probably be fairer to say that as the vast majority of modems are
Rockwell-based, fax Class 2 is also far more prevalent.

Nope, it's not really ANY standard at all.  Despite Class 2's almost
complete dominance, you stil can't avoid the fact that the official ITU-T
standard (or more correctly, recommendation) is Class 2.0, which is pretty
cold comfort to all of us Courier owners.
