Is it pull from a sub-board?

If you want to have a sysop notice sub-board that you're forcing users to
new-scan during logon, that seems pretty simple. A single line of JavaScript:
        bbs.scan_msgs("sysop", SCAN_NEW);

(assuming the sub-board's internal code was "sysop").
