Hi John, I suspect that the problem is a simple as the toggle hole in the center of the tool is not quite in the center. There is a little more drag on one side that the other and it wants to "weathervane". The additional grit increases the friction enough to make it flop over. If the hole is centered, then there is a possibility that the tiles are off center and one side of the tool has more grip than the other. The tiles and holes must be symmetrical. If the tool is new and still not totally broken in, some tiles may be high and causing unsymmetrical drag.
