As I pointed out in another message.  They can do that now.  They could do
that at any time over the last 30 years, and yet they not only don't, they
don't seem to be able to ever really enforce such moves, because somebody
always cheats.  Since they don't try and don't seem to be able to make it
work ever in the last 30 years, your concern is more theoretical than
practical.

True, and just as much a reason to get going on more production as well.
