Could you epoxy two layers of glass together for a tool, I wonder? A 40mm
tool should be thick enough for a 25mm blank, shouldn't it? Or perhaps you
could support the 20mm glass face with a stout wooden backing, attached
with pitch (which would yield to local stresses somewhat).
Here is a different wooden support for polishing (not mine):

Here is a discussion about using wooden tools (use plywood, waterproof it)
and other materials (aluminum):

Subject: ATM Looking for a wet polishing tool
I've been loosing some time searching an adequate tool for wet
polishing my 16" X 1" thick.
My first trial was a plaster tool. I used a product called something
like "stone plaster" that's used in dental molds. I found it
absorbs water and after some days on the wet job it broke in pieces. I
don't find here products like Dental Stone or Hidro-Stone etc... Importing
from US would be too expensive. I try several types of painting to seal
the plaster but all of them skins off after some time.
Then, I went back to a wood base with lots of shellac, araldite and
other layers of plastic resins - no success - somehow the water penetrate
into the wood expanding the layers near the edges and generating a
inner-tube-like impression on my mirror's border.
My most recent trial was to use a 20mm thick glass base. Of course no
problems with the water, but I'm getting a terrible surface profile with
lots of zones despite all my arsenal of procedures to avoid them. I think
the tool is simply too thin for the job and we don't find thicker glass
here also.
I have no more ideas on what to do. I live in Brasil and US products
are not available here, so I usualy look for products with similar formulae.
Did someone had any troubles with a very thin glass tool ? Any ideas ?
