Perhaps it is a special and unsupported subtype of TIFF. But I cannotz  
explain why PCX does not work...
Perhaps the PCX files have more than 8 bits colour depth...

cannot be imported and I will analyze it.

Sorry, but I only know about BBS in Europe...
There is a GEOS application called BitmapView from Falk Rehwagen/Germany  
which imports images to GeoWorks with much better quality than the  
standard IMPEX filters do. Maybe you contact him for more information.
