What kind of modem are you using, and what else changed, other than the 6.5H 
version?
This sounds like a similar problem I had when I switched to OS/2.  Drove me 
nuts for a few days.  Turns out my modem, a USR sportster 14.4 stores the 
port speed in it's NVRAM.  So check to make sure that your modem is set to 
the same speed as what commo is setting it to in the .SET file.
