What he's saying is that you can be transmitting at 28800, but receiving at 
26400. That's part of the v34 protocol. As a result you may report a 28.8 
connect, the other end will report a 26.4 connect. Rather than limiting both 
directions to the 26400...  one may be higher.
I believe the connect message that you see is the receiving speed.
