The Red Cross spokesperson (it was actually a spokesgirl that happened to
be the president of the Red Cross) said that they do not set up shelters
within danger zones, as it is not a prudent thing to do, rather, they set
up on the outskirts for the safety of both their workers and those they're
there to help.

I think, but am not sure, that the Salvation Army makes no such
distinctions (and their efforts are not the same as the Red Cross) so I
decided to send them money instead
