A larger ship is not by definition always more powerful than a smaller one.
Though if you had to choose between a PT boat or an Iowa Class Battleship
during World War II to attack enemy battleships, then the obvious choice
would be the larger and more powerful Iowa Class Battleship.
Size for a ship can be a function of various factors including mission
profiles, power systems, crew size, etc. The question of power, at least
in the case of providing defense, is primarily a function of the weapons
systems and the technology behind them.
In Star Trek, the Galaxy Class Starship is obviously more powerful than the
old Constitution Class and it happens to also be larger. However, the
smaller Defiant Class starship's weapons are probably more advanced than
the Galaxy Class as it first appeared in The Next Generation.
Really I guess it depends on how you define "powerful" and what
level of technology is behind the ship's systems.
