It's obvious to me now that you've never lived through a hurricane. I'm not
surprised, you're wrong about nearly everything, there is no reason to
think you'd be otherwise here.

There were no phones and no electricity.  The mayor couldn't contact anyone
who didn't have a battery operated radio.
