Wrong, wrong, wrong, wrong, wrong.   They didn't even have 24 hours.
The levees broke Monday afternoon, overwhelmed by the lake water pushed
into the canals by the strong north winds on the westerns side of the
storm.  They didn't even know about the breaches until the water started
rising.
