You poor, misguided fool.  Whatever emergency personnel that were on site
immediately after the storm passed were doing rescue operations in the
eastern part of the city, which was flooded by the storm surge, not by the
levee failure.

You know the  biggest fuckup of all?  Thinking that cell phones would work
for command and control operations.   Police, firefighters,
homeland security, FEMA, Red Cross, none of them could talk to each other.
