Some were some weren't up high enough. Usually you would think they should
be and would be but as it works out it usually doesn't happen until the
first time the area gets flooded and then they realize it should be up
higher.

Besides, what's the point of putting a diesel generator 2 stories up when
the phone switch is at ground level? Many of the phone co switches are old
and were built a long time ago, they aren't about to move them. If the cel
tower hooks into those, it's going down as well even if it still has power.
