Yeah the most you get out of bad lines is 14.4k if your lucky.

That was put there because some modem's that connect to the system get burst's
of line noise so I just had my modem wait a bit longer instead of disconnecting
after 14 10's of a second. It didn't do any harm so I left it that way.
