City governments set their own bylaws. There are lots of places with such
parking charge schemes. They're legal because the city government/council
has passed laws that say they are.

The city I live in (and many others in this country) have gone from
individual parking meters to a coupon scheme with common dispensers. They
go under the generic name of "pay and display". You put in your
coins (or notes, or credit card, or TXT a message from your cellphone and
the fee is charged to your phone bill) and it prints a coupon for you to
put on the dashboard. The point is that when you leave, you take any
unexpired portion of the time with you and the next parker has to purchase
his own time, thus the effect is the same as the meters that auto-expire
when the car leaves the space.
